
EuroChem has produced its first urea at the new Kingisepp plant in Leningrad Region. Founder Andrey Melnichenko announced the milestone at the St Petersburg International Economic Forum, Interfax reported on 5 June 2026. Investment in the project totalled $2.5 billion.
A second stage at the Kingisepp site
EuroChem Northwest 2 is the second stage of development at Kingisepp.

Construction and technology described in 2021
In its 17 September 2021 groundbreaking account, Tecnimont placed the combined ammonia-urea project inside the Phosphorit industrial area, beside the earlier ammonia plant. Tecnimont and MT Russia were responsible for engineering, procurement, construction and commissioning.
The contractor identified Stamicarbon technology for urea and KBR technology for ammonia. It gave nominal daily capacities of 3,000 tonnes of ammonia and 4,000 tonnes of urea after full start-up. The earlier neighbouring ammonia plant was described separately at 2,700 tonnes a day.
The company’s earlier commissioning plan
The nitrogen-cluster section of EuroChem’s 2024 annual review projected commissioning preparations in 2025 and first products in 2026. That dated account connects the Kingisepp expansion with development of the nearby Baltic Sea Ust-Luga terminal, where ammonia transshipment began in 2024.
