
Niacet Specialty Chemicals planned a $50 million expansion in Niagara Falls, New York, to supply semiconductor manufacturing, Manufacturing Dive reported on 31 May 2024. The site produces anhydrous hydrogen chloride, used in forming epitaxial silicon layers and etching semiconductor crystals. Niacet is owned by Kerry Group.
The May announcement
Governor Kathy Hochul’s 17 May statement describes 36 planned new jobs at a facility employing approximately 100 people. Empire State Development offered $3 million in performance-based Excelsior Jobs tax credits. Niacet had applied for federal CHIPS support; the statement does not report a federal award.
The state also identified more than 7.5 MW of low-cost Niagara hydropower supplied through the New York Power Authority. The company’s operations in Western New York date to 1924; Kerry acquired Niacet in 2021. Thus the investment expands an established chemical supplier rather than creating a new semiconductor fabrication company.
Earlier county documents use different totals
The county project summary cited by Manufacturing Dive describes 25,000 square feet of new construction and renovations of 12,300 and 4,600 square feet in two existing buildings. Its financial model is dated 31 January 2023 and lists $121 million of total investment and 37 new jobs within three years.

The chemical specification
Niacet’s technical-grade specification approved on 9 March 2023 sets minimum hydrogen-chloride assay at 99.9%, with maximum water content of 5 parts per million. Its listed impurity limits also include carbon dioxide, carbon monoxide, nitrogen, oxygen/argon and methane. This sheet concerns technical grade; it does not certify the purity of the planned expansion’s semiconductor-grade output.
