Amkor Technology moved its proposed $2 billion semiconductor packaging and testing project to a larger site in north Peoria, Arizona, United States. Manufacturing Dive reported the relocation on 4 September 2025. The new location is within the Peoria Innovation Core development, with production expected to begin in early 2028.
A larger parcel and revised development agreement
Amkor’s 28 August company announcement identifies a 104-acre parcel replacing the previously designated 56 acres at Five North in the Vistancia community. The city council unanimously approved a land exchange and amended development agreement. Amkor said construction was expected to begin within days and linked the larger site to flexibility for growing customer demand.

Federal funding remained conditional
The company’s 29 July 2025 quarterly filing, Arizona funding sections records a December 2024 agreement for up to $407 million in direct CHIPS funding. Amkor said no money had been received under that award at the filing date. Payments depended on construction and production milestones over subsequent years, with audit and potential clawback provisions. The filing also described construction beginning in the second half of 2025. Relocation changes the project site while the announced manufacturing timetable and funding conditions remain separate elements of the development.
